After seven hours of trying everything everyone suggested I did the uninstall according to the tech on the forum but couldn't install. Followed all the instructions to start services and then signed into HP and let it find my printer and clicked to install from there instead of trying all the other ways and it worked.

Afterdownloading check in device manager the drivers on the cd have not installed, if they have uninstall them and reboot.
